In 2019, the world faced a new disease called Covid-19, which affected countries worldwide, including Indonesia, disrupting the economy and development. This study analyzes the impact of poverty levels, health, and education expenditures on the Human Development Index (HDI) in 27 districts/cities in West Java Province using generalized least square (GLS) panel data regression analysis from 2020 to 2021. The results show that an increase in poverty levels decreases the HDI during the Covid-19 pandemic, while an increase in government health expenditures positively impacts the HDI. Education expenditures had no impact on the HDI due to the transition to online learning. This study recommends that the government focus on strengthening poverty alleviation programs and evaluating education budgets to improve the quality of human development.
